It's important the player knows what they are supposed to do next.

This means you should think carefully about what these goals are and how to present them  clearly to the player. Remember to cover short term goals (how to complete the immediate challenge) and long term ones (how to finish the level, why you need to).

A good example of a short term goal is in a game such as Doom where a red key needs to be collected before the red door can be opened. This is an immediate objective that needs to be completed in order to progress in the game, while the long term goal is to find the end of the level.

A more abstract example is Tetris. The short term goal is to quickly place the current piece so that it takes up the least amount of space. But in the long term, the goal is to score as many points as possible, which is best achieved by completing as many lines as possible in one move. This creates a tension between the immediate goal of dealing with the current piece quickly, and planning ahead in order to create situations that score maximum points.
