Through the story of a seven-year-old, Hung Swee Kiat, the film outlines the scope and progress of Singapore’s Ten Year Development Scheme to provide free education for all children, regardless of race and creed. The film closes with official ceremonies at a youth rally which concluded Education Week, during which exhibitions and displays brought the Scheme to the notice of the public.
