Anne Deveson discusses both the 1973, and, at the time of the making of the film, the current drought of 1975 in Ethiopia. Shows volunteer and professional relief workers and army and government officials involved in famine relief. Both the victims and the rehabilitation attempts are shown against a background of physical and political conditions.
