In one lifetime

Political development in Papua New Guinea as seen through the eyes of Simon Kaumi, the Deputy Chief Electoral Officer. The progress he has seen in one lifetime includes the work of the Local Government Councils in replacing the traditional system and the 1968 House of Assembly election.
