Youthful vandalism prompts a small group of parents to call a meeting and to talk to city and school officials. They learn that there is no single answer to the problem; that there are many factors - home conditions, unemployment, lack of recreational facilities. One section of the town develops a young people’s centre which brings about community development of unified program.
