On 21st November, 1956, Victoria celebrated the centenary of responsible government in that State. To mark the occasion, the fortieth session of Parliament was formally opened by Sir Dallas Brookes, Governor of Victoria. At the ceremony Sir Dallas read a congratulatory message from the Queen and part of the speech made by Lieutenant McArthur when he opened the first Victorian Parliament in 1856.
