Entertaining treatment of bureaucracy at its worst, based on the short story “pigs is pigs” by Ellis parker Butler. A stationmaster, who goes by the rules and insists that “guinea pigs is pigs” and therefore must travel at a higher freight rate than domestic animals, is left to content with a rapidly expanding guinea pig populations and the pater warfare of the railway administration.
