Police chief Henry is working hard to have Vidocq promoted to head of Police Services. A few days before an official visit by Napoleon, the Police Museum is burgled and the Emperor’s hat is stolen. Flambard is designated to take the blame and resign, unless he can recover the precious hat before the visit. To do so, Flambart has no choice but to ask help from his old enemy, Vidocq.
